Start from whichever two numbers you actually know. If a budget is already approved, enter it with a CPM pulled from a comparable recent campaign and read the impressions you can expect. If instead you have a reach target, enter the impressions and your CPM to get the budget that target implies — that figure is far easier to defend internally than a round number chosen in a meeting.

Treat the output as a planning range, not a promise. Impressions are bought in an auction, so the CPM you paid last quarter is an input worth testing, not a rate card. Narrow audiences, premium placements, and high-demand periods push CPM up; broader targeting and strong creative tend to pull it down. Run the calculation at a low CPM and a high one to see the band your plan lives in.
